Proper use of a prong collar or head halter includes backing it up for safety. Sometimes, prong collars and head collars pop open, and it's always at the worst possible time - when you absolutely must maintain control of your dog. (Like when they are lunging towards a car or another dog!) A prong collar or head halter popping open without being backed up is a huge safety concern and a massive liability issue.
This safety strap is to prevent escape and maintain control in the event of an accidental prong collar, head halter, or other training collar release.
